Furnished housing for returning citizens leaving TDCJ, state jail, or county jail, and for people on parole or probation. We have homes approved by TDCJ as Alternate Housing Resources, so they can be used in a parole release plan. We respond quickly to release plans and work with families, case managers, and supervising officers.
Returning citizens, and the families and professionals helping them, run into the same walls again and again.
Release and supervision plans usually need a residence that can be reviewed and approved before anything moves forward.
Applications get turned down before anyone looks at the person, the plan, or what's changed.
Move-in costs, furniture, and utility setups add up when income hasn't started yet.
We can't promise every situation will be a fit. We can promise a real review, a clear answer, and a home with the basics already handled.
We look at your full situation, including the nature and timing of any conviction and what's happened since, not just a checkbox.
We provide an acceptance letter, the home address, written house rules, and a contact person so your parole officer can review the residence.
Move in with your personal things. Electric, water, gas, and internet are included.
One monthly occupancy fee and a one-time community fee. Same fees as every resident.
Everyone in the home knows the expectations, which helps everyone keep their commitments.
Help applying for SNAP, Medicaid, and Medicare, referrals to local programs, and a 30- to 60-day bus pass to get to work and appointments. Optional Household Support is available for a fee.

For adults who live independently and don't need daily personal or medical care, a full-care setting can mean paying for care you don't use. Here is how Bloom compares with Texas median costs.
Texas figures are statewide medians from the CareScout 2025 Cost of Care Survey for Texas (released March 2026): assisted living $67,200 a year and a semi-private nursing home room $67,525 a year, divided by 12. Local prices vary by community. Bloom fees are starting rates; optional Household Support is billed separately.
With support added: a Bloom Essentials companion room ($750) plus Enhanced Household Support ($749) comes to about $1,499 a month. Household Support is help around the house, not a substitute for the care an assisted living community or nursing home provides.
An honest note: Bloom House Living is not assisted living or a nursing home, and our team doesn't provide hands-on personal care, medications, or nursing care. Residents who qualify can receive in-home services from a licensed provider they choose. If someone needs round-the-clock care, a licensed care setting is the right choice, and we're glad to help you think through options.
We work with referral partners across East Texas. If a Bloom home isn't the right fit, or a room isn't open when you need it, we'll help you look at other placement options instead of leaving you with a no.

Good to know: Bloom House Living is shared housing where you live on your own, under a license-to-occupy agreement. It isn't an assisted living facility, nursing home, treatment program, or halfway house. We don't help with bathing, dressing, toileting, or medicine, and we don't provide nursing, 24-hour supervision, or emergency response. If you need that kind of care, you pick your own licensed provider.
Bloom House Living is a collection of homes run by JDE Housing Solutions, a local East Texas company founded by Jessilyn Z. Edwards. Before housing, Jessilyn worked in healthcare benefits and insurance, including Medicare, Medicaid, and benefits navigation, so she knows how fixed incomes and paperwork really work. When you call, you reach the local team that runs the homes.
